Mix sooji, curd, salt, haldi, black pepper powder with required amount of water and mix well.
Rest for 15-20 min
Add more water if required and make batter of dhokla
Put oil over batter, put eno on it and pour 1 tsp water over it and mix well in one direction
Pour batter in greased thali and steam dhokla for 15-20 min in dhokla maker
Then cut into square pieces and cool at room temperature
Meanwhile make a mixture of curd , hara dhania, mint leaves, green chillies, salt and sugar in mixture grinder
Now take a pan, add oil, when heated add rai
When rai crackles, add sesame seeds
Add curd mixture and add red mirch powder
Add little water if required
Add dhokla and mix very gently
Cook only for 1 to 2 min and switch off the burner
Garnish with hara dhania, sev , pomegranate seeds and dry coconut powder. Enjoy
