Take the flour, yeast, sugar in a bowl, slowly add the lukewarm water and knead the flour until the dough turns smooth.
Cover the bowl with a damp kitchen towel and let it sit for an hour to proof.
Take the ground chicken in a bowl, add in the sesame oil,light soya sauce, cooking oil, white pepper powder, salt, mix everything well and keep aside.
Heat the oil, add the grated carrots and sauté until they gets cooked but not mushy.
Take the grounded chicken mixture, sauteed carrot in a bowl, add in the chopped scallion, grated ginger,salt, sesame oil, rice vinegar and mix everything again.
Your filling is ready now.
Punch down the proofed dough and knead for few minutes, divide the dough into medium sized balls.
Take each ball, dust with flour and roll it as round circle with thinner edge and thicker center.
Put some filling to the center and start folding the dough as shown in the picture bu pleating the edges of the dough like an accordion. Seal the edges tightly on the top.
Lay the buns on a floured surface until you finish with the dough balls.
Heat a pan over a medium heat, add the oil to the pan to coat evenly and add the buns to the pan.
Let it cook for few minutes in simmer until the bottom turns golden brown.
Add the water,cover the pan and put the flame in simmer, cook for 7-8minutes.
Now add chopped scallion, toasted sesame seeds to the buns and toss it well.
