In a bowl, add minced mutton, besan flour, salt, green chilli finely chopped, chilli powder, ginger garlic paste, turmeric and mix well. Make balls and keep aside for 10 minutes.
Heat the pan, add oil and ghee. When oil is hot, add bay leaves, cinnamon stick, cloves and cardamoms, saute for 2 minutes.
Add finely chopped onions, stir for 2 to 3 minutes.
Add finely chopped green chilli, stir and add ginger garlic paste. Fry till raw smell evaporates.
Add chilli powder, dhaniya powder and turmeric. Stir well for 2 to 3 minutes.
Add finely chopped tomato and salt to cook for 3 to 4 minutes. Sprinkle some water and cook on a low flame.
Add 1 cup thin coconut milk, slowly drop the mutton balls and do not disturb, cover and simmer for 5 to 10 minutes.
Stir gently, then add 2 cups thick coconut milk and cook for 5 to 10 minutes.
Add garam masala, stir and simmer for 2 to 3 minutes. Garnish with coriander leaves.
Serve hot with roti, naan or rice.
