Sift flour and salt together. Add ghee and water to knead a soft dough. Cover with moist cloth and keep aside.
For filling:
In a kadai or a heavy bottom cooking pan, take some oil and add panchphoran and allow to splutter.
Add cauliflower and all other ingredients and mix well. Take off fire and keep aside.

Last step is to deep fry till golden brown. If you use wheat flour alongside maida, you may need to fry for some more time and the crust may be a little hard.
