  2. Mix all together lightly with your hand so that the flour is well coated with the unsalted butter. Add cold water 1 tbsp at a time and knead the mixture into a smooth dough. Cover it with a plastic clear wrap and refrigerate it for at least 30 minutes.
  3. Take the chickpeas with 1 cups of water and salt in a pressure cooker. Close the lid and pressure cook till five to six whistles or till the chickpeas are soft.
  4. Prepare the Oats Pakore . In a bowl, take the rolled oats and add 1/4 cup water and let it soak for 5 minutes.
  5. In a separate mixing bowl, sieve the chickpeas flour and the rice flour so that there are no lumps. Add the salt, turmeric powder, red chilly power, hing, coriander leaves, curry leaves and cumin seeds. Mix well.
  6. Add the soaked oats into the pakore batter and mix it well. Add water if necessary. The consistency should be thick yet pouring.
  7. Heat sufficient oil in a wok. When the oil is heated, take little batter in your hand and drop it gently into the oil. Fry till the pakoras turn light golden in colour and become crispy.Take it out on a kitchen absorbent paper. Keep it aside.
